It sounds weird. A title cannot usually be split without the express written approval of both parties.

It sounds like someone is trying to sell a piece of property that they only own half of. By buying that half interest in the property, you would own that property with another party and both names would be on the title. Both parties would have to approve what happens on the land and I cannot imagine that is what you want.

Move on to another piece of land. Sounds like something is wrong here.

Perhaps the land is co owned by two partners, and one of them wishes to sell their interest in it, but not the other. I would also avoid this arrangement, because of potential disagreements concerning the usage of the property.
