It should be under 100 dollars if it's that small, but everyone charges differently. Call or email the place you want to get tattooed at, give them a picture/description of what you want, and they'll give you an estimate. I've always done this and the estimates they've given me are within 5-10 dollars of the actual price.
Edit. -Alright. Im thinking I mis-read that. You meant a quarter of the entire size of your back? I thought you meant, smaller than a quarter. Yeah, that's gonna be more than 100 dollars, but you should still call and give them a description, or better yet a picture if you have one, and they'll be able to give you an estimate.

It depends, a tattoo the size of a quarter in the shops can cost about 40-80 bucks-that's an estimate, (it's been yrs since I got tattoos in the shops,)-if you know anyone who does them out of their home, about 20+ bucks, If they offer you a free one, it may not be professional looking & have to be fixed or covered like my 1st 2 tattoos)

the detail is what matters most as too does the size, coloring not to much, but depending on the amount of detail and the city in which you live, i would say about $250 to about $475 again depending on the amount and the city in which you live. Over here in california for example a tatoo done in hollywood would cost you twice as much it would say in Portland Oregon!

well it also depends on the detail thats in the design.
for what u sai di would charge 200. flat. for a design about that size.
need more detail though. to give more of aprox. cost

that depends on the tatooist and how popular he is. Also i think it depends on whether or not it is an original design just for you that may be a little extra. i would say about 100 or 150
