If she gets bitten especially when feeding the dog, I suspect that the dog has been in its life very hungry and is still very suspicious that anybody will steal its food.
If it ever will change it's behavior will depend on the severity of its behavior and the skill of your sister in training dogs. How long has she had it?
I would head to the library and check out books on dog training or contact a kennel clubs or whatever organization there are which could know who to contact for dog training problems. Maybe pay a dog trainer.
I have a friend who adopted a stray dog from the street and the dog adores her, and is well behaved and friendly to everybody.

It is not a matter of breeding (the dogs pedigree or lack of one); in fact dogs that have been overly in-breed can have a tendency to be unpredictable and ill.
It is actually because the dog was a stray before becoming a pet.
ADD: As is commonly depicted in some animal rescue shows dogs that have had to fight for food in the wild or because of neglect can often have trouble being trained out of that behavior.
A dog that has that tendency (whether feral or for some other reason) is often considered to be unsafe around other dogs and especially children. If they are kept as pets at all they require constant supervision and there will always be a chance for a severe biting "accidents".

In all probability this dog has been mistreated in the past. He or she is probably reacting to a set of circumstances in which this is a productive behavior. Depending on his age and other circumstances, he probably will not change. Are there any children in the household? How does he react to her friends and family? I think I would send him on his way (to the Humane Society) just to be safe.

The bulk of dog owners do not want to fork out money for proper training,another thing that does not sit well with me is this,why go to the bother of getting a dog only to abandon it to the streets later on.

No it will not stop biting once it starts. Go to the shelter and get a different dog and like people some bite and are mean and some are not. Has nothing to do with the bred.

I have found it to be the opposite actually
pure breeds can often be aggresive
but if it is a stray we are talking about , then it has most likely been mistreated , starved and been out in rain , wind and hail
I would be more than a little grumpy if it were me also
with some TLC hopefully the little thing will learn to trust
