wow, there are way too many it depends in this question. It depends on what you are doing, working, stay at home... I put my son in day care at 1 while I went to school part time, he did very well, now hes in preschool at age 3 but only goes 2 mornings a week. I found his daycare to be very beneficial, socializing and in a learning environment. It also depends on the type of day care you are looking into, unfortunately you typically get what you pay for, lots of research involved in finding a good daycare. Ive got another one on the way that'll probly go to day care at about 10 months old, while im in school some more. Really, it all depends on your situation.

Daycare and preschool are different.
Daycare is the place that cares for your child while you're at work (from baby-hood to school-age).
Preschool is a school-like class. Usually for 3-4 year olds, and only about 2-3 hours 3 days a week.

Any child can go to daycare. Some day cares have a more classroom like setting and others just let them play. Its up to you what you choose for your child. As far as preschool goes most kids go at 3 or 4. It really depends on if you child is ready. It shouldn't be rushed but it is a great experience for them if they are ready. My son started at 3.5 yrs old and he loves it. He is in his second year (his birthday is in Nov. so he missed the cutoff for Kindergarden). Its great for them to have that experience before they go to kindergarden. It really helps prepare them.

daycare...at least 6 weeks old
preschool...about 2 1/2...for sure wait until the child is potty trained...some preschools will not take untrained children

I've just put my daughter into nursery for 2 mornings a week, she will be 3 next month. She was showing real signs of being bored at home(from around 2 and a half) and constantly wanting me to entertain her with toys. She really needed other children to play with. She loves it and doesn't want to leave. She starts 5 mornings a week in January. I think its a case of just knowing when your child is ready, some are ready before others.
