yes. But it's hard to fine people because they have to be caught in the act (of littering) but yes, it is a crime.

Yes, and the fines can be huge, my friend got a ticket for almost 300 dls., for dumping a piece of paper while walking, but i guess depending on the city, and states the fines must vary.

of course it's against the law. Think about this: would you want someone coming onto your property, dumping their garbage all over it, and walking away with no penalty ? Of course not !!!
