You need to talk to them.
In most cities, the police are using a policy called "guilt by association"... if you are seen with one kid that has a bad reputation, you can expect to be hauled in along with that kid the next time he does something bad.
It is also a matter of time before the local schools drag in the drug-sniffing dogs, as they do most years. They can be kicked out of school, which would get in the way of further education.
Furthermore, there is generally violence associated with drugs, and if they are hanging out in the wrong place, they can be mowed down by the next drive-by.
An arrest record would get in the way of getting a job... ever. Most beginning jobs involve handling a cash register.

Then... depending on what they are getting into, they can really do serious damage to their bodies and brains. Going through detox and DTs for any drug is really tough. I have friends who have had to recover from heroine and barbiturates and pot... we're talking about spending weeks balled up on the floor of your closet.

Your mom needs to know what her risks are outside of being a parent. If the kids yabber about where her house is and what all she owns while they are "under the influence" at some party... she can very well wind up coming home to a robbed house... it happened in my family. She needs to put a 2" deadbolt lock on her bedroom door (fortify the frame), and preferably another on one closet (to turn it into a safe).

Your mom needs to go into intervention mode NOW.
