The basic idea about the vibration of a mobile is triggering of the small electric motor that vibrates on its shaft. This is possible only when On signal (usually 1) is sent to the terminal of the electric motor in the phone, this will put the motor in a mode that will enable it to rotate around its shaft, the rotation in the enclosed case result into the phone vibrating. the vibration stops only when the signal sent to the terminal Off signal which is usually a 0. hope this will be helpful

It has a little electric motor that spins an offset weight when the ring signal is sent to it.

I haven't actually torn one apart, but I am sure it is a miniature electric motor with a counterbalance.
