Satan will never enter back into Heaven like he did before. He was cast out because of sin. Human beings cannot enter into Heaven unless they accept Jesus as their Lord and Saviour and get their sins washed away. Satan walks to and fro about the earth seeking whom he may devour, but he cannot enter in where Jesus is and he never will again, remember in the book of Job where it talks about God coming down. There are three levels of Heaven, Remember how the Apostle Paul was called up to the third Heaven, the highest, satan cannot go there. God will not support that.

Satan can never enter heaven. He blew his chance when he rebelled against God. Jesus died to provide a way for humans to be saved if they repent. He did not die to save Satan nor any other demon.

Yes satan can enter heaven. Every day he goes and speaks against the children of God. He could repent but he wont because he is too prideful. The folly with that is he knows he will lose the battle because it has already been foretold, but he is fulfilling his part in the scripture.

Yes, and no. Let me explain. He definitely has a will of his own, for sure. He obstinantly chooses his foolish path of destruction. He has more power than any other, angel or human, and is actually a very, very far second to God Himself. He is called the "prince of power in the air" in the 1st letter from John. Since God, the King of Kings, is so much more powerful than he, Satan is limited although. But aren't you also, in fact much more than he?
Now, your question really brings us to an unresolvable conflict in the concepts of free will and foreordination. Satan, the angels, humans all do have free will, but God also has predetermined the time for each and everyone's salvation to life, or destruction to death. These are both equally true, but are concepts that we can't fathom how they could possibly coexist in our space-time continuum. They are what Webster's calls an antinomy, of suprarational properties. We although can peer in a bit to how they actually complement one another at the cross of Christ, Who was foreordained to die, but also says that He willfully chooses to lay down His life, and then take it up again. And God has not told us exactly which angels or humans will go where, except for Judas and the Biblical accounts of whomever Jesus directly promised eternal life while during His ministry here on earth (i.e., the thief on the cross). He also does tell us in the book of Revelation that Satan is destined for the lake of fire, although he just as equally, and defiantly so, chose this path of existence too.
And he is fully aware of this, and is now trying to do as much deception, corruption and destruction here on earth before his allotted time of judgement comes, sort of like when before one has to go and surrender themselves to the authorities to serve time. What do they do? They splurge and party, even wrecklessly so, 'til that time has come.
So, again, "yes", since he has more free will than any of us; but "no" because God has told us what the outcome of his plight will be. I suggest you leave it go at that, else you might just blow out a fuse in the ol' noggin.

I don't think he can, but he has some way to be heard by God, since he's always accusing us before the Most High.

Revelation 12 speaks of a war in heaven that Satan lost.
The consequences were he was thrown out of heaven.
He no longer has access.
Revelation 12:9
"So down the great dragon was hurled, the one called Devil and Satan, he was hurled down to the earth, and his angels were hurled down with him."
Revelation 12:12
"Woe for the earth and for the sea, because the Devil has come down to you, having great anger......"
This has already taken place.
