You will have to go in person to the British Embassy's commercial partner in Manila.

You must lodge your application through the British Embassy – Manila’s commercial partner, VFS Philippines Services Private Inc.
You will also have to apply in person to the Visa Application Centre (VAC) and have your fingerscan and digital photograph taken.
