It's a general term describing a combination of brain damage and paralysis that is present from birth. Anoxic encephalopathy (lack of oxygen to the brain) at birth is a common cause.

The degree of paralysis may be mild, or it affect all four limbs, and sometimes other parts of the body.

It may or may not be combined with other disabilities such as mental retardation, epilepsy, blindness, etc.

Sometimes the term 'cerebral palsy' is used to describe any form of paralysis but it usually refers to paralysis that was present since birth.

Related disorders listed in the ICD-9-CM (disease classification system) are Cerebral Palsy Not Otherwise Specified, Congenital Quadriplegia, Congenital Diplegia, Congenital Triplegia, Congenital Hemiplegia, Infantile Hemiplegia and Athetoid Cerebral Palsy.
