Living paycheck to paycheck means the person has been subconsciously programed by an ill society to believe there is no hope for that individual.
When you are given hope as a child, you will believe that you are capable of anything. People who live paycheck to paycheck have at some point come to the belief that they will have to struggle in life. This is not always a conscious belief... nor is it the fault of the individual in question.
The fault lies when the person realizes there is more to life, and fails to do anything about it.

If they run out a week early (or however early they run out) t hey have to really cut back that week until they get their next paycheck.
