The teacher is being a complete idiot. It is bery unprofessional, and even enough to get him fired or close to being fired.
As a "professional", when a student has done something wrong, the teacher is not meant to "expose" that student in front of everyone else. This is a serious violation of the student's privacy and most people would agree that the teacher was more in the wrong than the student (whose fault it was from the beginning anyway).

"At the collegiate level, get caught doing that and the 'guy' is
kicked out of that class with 'NO GRADE', regardless if that
class is PAID FOR already or not."
"Pass a note while the class is taking an test (at the college
level, an exam), and it's expulsion from the university, and
only a suspension, (plus a call to their parents), from school."
"The tears would fall then. More than you would want to
believe."
"Get caught doing that at the post-graduate level, and that
person just LOST A CAREER they never had."

If there is a rule clearly stated about not passing notes in class, then the teacher has the right to do that. just how it works when someone breaks the rules...or at least isnt very discreet about it.

his class, his rules. just be glad he didn't make them come up to the white board and hand copy the note onto the board!
the best way to avoid embarrassment it to leave the note writing and passing to free time, or lunch.

That was mean, but, the teacher figures you produced it in his class, and he "owns" it and can do what he wants...He's just trying to teach you a lesson.
