I agree with the others that posted. A nice pant suit say in ivory (or any color YOU like) would be appropriate as would any kind of dress. A tea length dress OR cocktail type dress would look nice.
I have a question for you and I know it's none of my business....but are you sure you want a courthouse wedding? Are you having any kind of party/reception after?
I only ask because my sister was also married for the first time at age 45. She had a BEAUTIFUL wedding....very elegant, simple and romantic. It was in the morning and then a lunch reception following. She wore a beautiful, simple wedding gown and had 3 in the wedding party -- a matron of honor, a bridesmaid, and a flower girl. It was my very favorite wedding of all time!
Just because you are 45 doesn't mean you have to go to the courthouse! Now, if that is what you want.....I'm not knocking it.....just saying you should go for it if you want to!
I have given this idea to soooo many brides....but, have you thought about perhaps having a ceremony at a bed and breakfast? There are many that allow this and some can even provide a small reception following. I will provide you with a link at the bottom of this message. I think it would be sooooo romantic to be married on New Year's Eve in front of a fireplace!! Beautiful!

I think you should have some kind of ceremony and reception with your family and friends! If you waited until 45 to get married....you DESERVE IT!!

Where is your wedding at? If it is in America than the answer is "absolutely." White and off-white is by far the most common color for any wedding here, even civil ceremonies. Many civil ceremonies in the USA are performed at meaningful places to the couple - outdoors, at a park, friend's house, etc - and almost always it is still done with white or off-white dress. Even being married in a courthouse most brides will wear some form of white. I am personally having a civil ceremony in the USA and have the opposite issue. Many friends and family are surprised that I am not wanting to wear white (because of the association of it to widows from my fiancee's country.) Once I explain the reasoning they understand.

Do not wear a wedding dress. It will look out of place. Wear a nice skirt or dress. Anything that you would wear to the office will work at a civil ceremony.

Acceptable attire ranges from barely meeting the "shoes and shirts" requirement to penguin suit and big white gown. Usually people wear something that will be appropriate to whatever sort of celebration they will having after the ceremony.

A nice cream colored dress perhaps.
I have seen people wear wedding dresses to get married at the courthouse.

If it's a civil ceremony it's really up to you. It's definitely an informal occasion. You can do a nice dress, pant suit or dress suit in whatever color you choose.

I like young girls in jeans. It creates them look more home town like and it generally does not look like they are trying too hard but if you're looking to get this men attention, this may not be what you want

I do enjoy putting on long skirts once in a while. They are really actually convenient than Denims and not as hot to wear also.
