Are we talking about the stick-on Contact Paper stuff? Heat it with a hair dryer and peel it off. If it leaves adhesive, which it probably will, remove that with alcohol, or if that fails, acetone. This will probably damage the paint of the frame, so be prepared to repaint afterwards.

It depends on what the fake frost is made of. There is some made by the makers of Contact Paper and some are just window tint, the same as in cars. If it has a glue backing, it will be difficult since the moisture will have "set it". Try a razor blade in a corner of the window. If it starts coming off in one piece, spray some ammonia and water and let it sit a while. Very hot water may also loosen the adhesive.

If it is real frosted glass, just use masking tape and tape lots of X's on it. Then just hit with a hammer. The large pieces will all stick to the tape. You can safely remove the rest, pry off the trim and proceed from there.

Put frosted glass in low, leave it open in the upper sash. Use PVC and trim out the window.
Maybe it won't work in your situation, but I myself would hate to remove a window.
In college, my fraternity had a large window that was blocked on the inside. It was done in the 1920 when the house was built, but they wanted the window there for balance. Honesly, most people never knew it was "fake".

try WD40 spray , hope you can get . It is marketed as a lubricant spray in the UK.
Just spray it on , let it sink in and polish off with a soft cloth. It is also wonderful for getting makeup out of carpets.
