Spicy food has spices and herbs to bring out the flavors of foods. Hot, and I assume you don't mean hot to the touch, means it has a derivative of Capsicum or Cayenne in it.
We have 4 or 5 different taste buds on our tongues. Sweet things trigger the sweet buds, sour the sour buds, etc. Hot things trigger ALL of them!

The best way tork out the anwer to your question next time you cook food on the stove put a spoon in it and eat it straight away that's HOT. Then let the food cool down and sprinkle curry and hot chilli powder on it eat it and that's SPICY. Simple test now go try it.

One way to look at it:
Hot food is temperature hot.
Spicy is the amount of spice you use.
The other way is:
Your temperature hot chili can be really spicy hot.
Also spicy doesn't always denote "hot &spicy", other spices like cumin,or even cinnamon when used in plentiful supplies can be spicy , but not really hot.

Yes there is a difference.
I suppose you mean HOT with no relation to the temperature.
A spicy dish can be hot if contain chili, or every other plant of the capiscum family. Chilies produce capsaicin, that it's the agent responsible of "hotness"
A spicy dish can be mild, if contains spices like cinnanom, nutmeg, pepper, chives, curry, saffron just to name few: these are commonly called spices, but they aren't HOT. (they do not burn your mouth).

hot food will burn your mouth because its like just out of the oven hot, but the spicy is just hot due to the spices and just taste spicy but may not be hot out of the oven

hot food requires no beer to put out the fire as it means the temperature. spicy food on the other hand no matter what temp it is served will taste hot and the spicier it is the more beer needed to extinguish the flavour!
