I have a 8 month old rott who keeps chewing through his collars. If I make it tight enough for him not to chew it, it gets to tight after a few day if I forget to check it, because he is growing so fast. I am looking for a chain collar that is not a choke collar. I would not want to leave a choke collar on him all the time because he might accidentally choke himself when I am not around.

You have to be leaving it SOOOO loose!!!! A properly fitting collar is not going to be chewed off. It needs to fit so that you can get a couple of fingers between the collar and his neck. And yes, YOU have to check it every day or two. That is just good ownership. Leave yourself a note on the bathroom mirror to remind yourself to check it.

all the chain collars I have ever seen are also choke collars.

one thing to remember is, if he pulls on the collar and tightens it himself, he's more likely to pass out in time and usually that will release the collar.

BUT
a simple solution is to coat the collar with HOT PEPPER SAUCE.
While bitter apple did nothing for my dogs, hot pepper sauce they left alone. I cannot tell you how many collars my Aussie chewed off of my female pyr in play.

If you have to make the collar tight, you have to be responsible enough to NOT forget. Remember, Failure is NOT an option when caring for your dog.

For collars... check all the pet supply places, Tractor Supply and Walmart. Maybe one of them has a chain collar that doesn't also choke that I am not aware of. I've done a search and not found any so far. I did notice that websites on collars say to NOT leave a choke chain on a dog full time. They can get it hung up on other things, even though they learn not to choke themselves.

If he is indoors most of the time don't leave a collar on him. My dog is indoors and I leave the collar off until she goes for a walk. I bought a leather one at Walmart for $8. It's lasting a long time. I don't condone choke collars at all. I think they are cruel. As soon as my dog comes in the house from a walk, I take the collar off. She is more comfortable that way.

One of my pits did the same. No matter what I did she got to it and chewed it. She now does wear a chain collar. They are choke collars. She has learned that pulling when on a leash will choke her and she doesn't do it any longer. She's been wearing this type of collar for about 2 1/2 years now.

You do not want to leave a collar on him of any kind when he is home and safe. Collars should be used when you are walking a dog. Dogs hang themselves on all kinds of collars and many are injured from them. There is no need to have him wear a collar 24/7. Give the dog a break.. Would you like to wear a chain around your neck 24/7 for your entire life? Just because they sell them and many people have their dogs wearing collars all day everyday doesn't mean it is necessary. You can eliminate your problem by only putting a collar on him when you are walking him.
My dogs never wear collars at home. I have heard many stories of dogs hanging themselves on various objects with collars on when they didn't need one. Like fences, bushes/branches etc.. I know of a young pup who recently was found dead by the owners when they came home from work and found him strangled to the kitchen chair. Somehow managed to get his collar under the leg. I have known of a dog who hug himself in a crate when his buckle was caught in the wire.
There is no need for the collar all day when this dog is secured in his home or back yard.
Not to mention if he can get his jaw on it and it gets stuck he will panic and you could lose him.
Collar accidents happen more then people realize. Especially when 2 dogs are wearing them and wrestling. I know of One dog that got his jaw caught on the other and they panicked. One dog got his jaw ripped so bad he had to be put down and the other had major esophagus damage but lived.
