I think you need to consider what you you and the lady concerned want and not what a book written by men 2000-3000 years ago says you should do.

If you were to try to live your life within the narrow confines of the Christian religion, then the answer is "yes." If you believe that God or the Divine Creator isn't the Sole Property of Christianity, then the answer would be "of course not."
Love is the greatest emotion we can express, and if it is expressed between two consenting adults then it's no one's business but their own.

Yes, if the woman is not interested in you that way.
I've had a couple of women make passes at me, and it's very upsetting and creepy.
If she considers herself a lesbian, then she may welcome your comment.
But over all, homosexuality is a sin and a perversion. It is no different than pornography, pedophilia, bestiality...they are all perversions of the beauty and spiritual expression of God's love through human sexuality.
