A tourist visa is a temporary one - in fact, you cannot apply for residency while on one.
Part of the agreement in issuing the tourist visa is that you agree to abide by the laws of the country you're entering; in the US, that means that you have no intention of extending your stay or for settling permanently. If you are caught lying on the application (i.e. they find out that you have applied for a green card through the lottery), the government has the right to execute suitable punishment (which can range from fines to jail time to deportation to banning entry for an extended period).
It does NOT mean that they will do so ... only that they have the right to do so.

Interesting question. It is possible if you apply for a visa while an immigration visa determination is pending (fiance visa or family visa) sometimes they think you intend to overstay and don't give the tourist visa. I think it goes to the totality of circumstances, though, and the number of ties you have in your home country. I don't think it alone would be the problem. However, if you are from a country with a high visa overstay rate, it might be considered. I don't really know, for sure, but I see the similarity to the family visa pending situation, except you don't necessarily have family here and might find it HARDER to overstay.
Don't lie on your visa application, but the diversity lottery is hardly something you can plan on winning, and liking the idea of moving here isn't the same thing as 'intending to overstay' on your tourist visa.
