Tiny underfunded team. They probably can't afford a second set of tires, and certainly can't risk wrecking the car.
Derrick Cope used to drive for "start it and park it" teams too.

Morgan Shepherd (and others in the same boat) can field a car in a NASCAR event and finish last while still pocketing more money than the winning driver of a Champ Car race.

With the limited resources for his independent team he will run from 5 to 15 laps and develope brake or handling problems.But still he gets his name out to help the charities he is involved with.
