My advice to your friend is to please see her Dr. This sounds like she may be experiencing mini strokes or a TIA (Transient Ischemic Attack). Best of luck to your friend.

Your friend should go see a doctor ASAP. From what I've known, those signs and symptoms aren't related to Bell's palsy. This disorder only affects the muscles on the face controlled by cranial nerve 7 or the facial nerve. Dizziness has something to do with the 8th cranial nerve which is vestibulocochlear nerve.

Short-lived dizziness that doesn't recur isn't all that uncommon even in healthy adults. There are a large number of things that can cause the sensation of dizziness, including vertigo (a disturbance of your inner ear), high blood pressure, low blood pressure, migraine headaches, dehydration, low blood sugar (which can occur soon after eating if you are hypoglycemic), certain kinds of infections, and, as you suggest, anxiety. If it becomes a chronic (frequently recurring) condition, or lasts for more than a few seconds, see a doctor right away.

No that is not normal, those are signs of a possible neurological disorder like TIA or CVA.... It could also be metabolic like hypoglycemia It could be low blood pressure or anxiety, vertigo, or something of cardiac origin. Your friend should be evaluated by a neurologist, a cardiologist and get a full blood work-up done to be safe

i am light headed,dry eye,tongue numb,lip does not keep things in month while drinking,have to push up on bottom lib while drinking even with straw,wear sunglass and tape eye closed with eye ointment in side,still have pain from shingles

I've never heard of that happening. What I've seen is that half the face becomes temporarily paralyzed. You don't know you have it until someone notices that you can't smile on one side of your face.
