Big Bear and Snow Mountain are near each other. Mammoth is a little farther away. Some place that is a little closer to LA that many people don't know about is Pine Mountain, near Frazier Park off the I-5!

The closest resorts are Bear Mtn and Mtn High. A lot of skiers and snowboarders like to take the drive to Mammoth for its superior conditions.
As far as sandboarding, maybe in Glamis or Imperial dunes.

People drive to Big Bear and Mammoth - but if you're not crazy about a long drive, I think it's easier (and less stressful) to just do the 1 hour flight to Salt Lake City - close to which there are many resorts and great, very dry snow. There are three resorts in Park City and several just outside of Salt Lake.

Probably Big Bear - they have man made snow even if it doesn't really snow. It's been kind of dry the last couple years. Mamouth Mt. Is further but LOTS better.
