As noted in previous answers, McVeigh waived the appeals which does shorten up the process by a lot.
Also as noted in previous answers, he was a federal prisoner.
For a state prisoner, the basic process is state trial, state direct appeal, denial of cert on direct appeal, state collateral review, appeal of state collateral review, denial of cert on state collateral appeal, federal habeas review, appeal of federal habeas review, denial of cert on federal habeas review. At its most efficient, that is a ten-year process -- see State of Texas. If you are dealing with a judiciary that is opposed to the death penalty (e.g. California) that takes around twenty years.
In the federal system, you only have to do one round of collateral review -- federal habeas -- instead of both state collateral review and state habeas. That shortens the process by at least 4 years. In addition, the Tenth Circuit is relatively pro-death penalty which eliminates another portion of the delay.

There's a huge difference in state run prisons and federal run prisons. Mc Veigh committed a federal crime, therefore, he can be executed a whole lot sooner. It's just too bad the state run prisons don't do the same.... if they did, there would more than likely be fewer people committing crimes.

he wasnt executed in 3 months. the bombing happened on April 19, 1995. he was executed on June 11, 2001. not in 3mnths. granted he didnt sit there for twenty years but he killed 168 women, men, and children. that act of terrorism was what caused him to be executed in a shorter time than other killers on death row.
