I'm not an expert on CSS, but I use a little on my websites. However I want to create a website without tables and use CSS for it instead, but I have no time to learn and code everything from scratch.

So I would like to know if there is a recommended CSS builder/software that I can use for my HTML website. Thank you in advance.

There are quite a few. I have used Dreamweaver and it does a good job of layout. It's a great idea to use css for layout. The use of tables is quickly becoming obsolete, or "deprecated", by the standards body, http://w3.org
