get a temporary tattoo first you may decide you dont like it or want to change it to something else.
for this you dont need a perants permission as it will wash of if about three weeks or so.

In the US most states require you to be 18 to get a tattoo, even if a parent will consent. In the case that a parent will give consent you have to be 16+, parent there at the time of the tattoo, signed and IDed consent plus any other documents that may be required. Even at that, the final say is up to the artist and shop owner if they are different people. Most artists wont tattoo a minor even if they could for the legallity of it all.
Never get a tattoo illegally, you are putting yourself at risks you would not run into at a proper shop that doesn't break any laws by going to a scratcher. A professional that follows all laws and health codes is a good artist, anyone who will do it for $20 or not check ID or whatever propbably isn't as good. My artists shop has a sign that says "If you know so and so will do this exact tattoo for $20 and not check your ID, then why are you here!?" Right below that they have one that says "we check ID, you MUST be 18". The odds of getting any diseases (Hep, HIV, infections in general) are very slim to none with a proper shop. New needles, clean stations and following health codes is what makes the world of tattoos safe. Scratchers will only put you in harms way.
-Depends on the state if it's allowed under 18 so check your states laws. Washington does not allow underage tattooing, neither do California, New York, or Texas that I know of for sure. But like I said, five or less even allow it so the odds of being near those that do, is pretty slim. Just wait, it's worth it and part of the right of passage!

You need to consider that many artists may have ethical views and will not tattoo anyone under the age of 18. They will ask you questions to determine your maturity in some places.
Your age to get a tattoo is up to you, but remember, why are you getting a tattoo, are you doing it for you or for someone else. Also, it's not wise to use a friend's parent or an older friend to get you your tattoo when you are underage, they can find out your real parents, and it is illegal. You could be jeopardizing the tattoo shop and cause them a lawsuit.
