The "peoples' divisions were hardly the elite of the Wehrmact. They were the dregs called up in the last months of the war....the old, infirm and assorted bottom-of-the-barrel men that were left to be called up. Most of the volksgrenadier divisions were the cannon fodder during the Battle of Bulge campaign.
As someone eluded to above, the elite were the Panzer Lehr, Gross Deutchland, and 'classic' Waffen SS Divisions (1st LAH, 2nd Das Reich, Totenkopf, Hohenstauffen)

Volksgrenadiere were reorganized infantry divisions under a 1944 program. They reduced the number of battalions from 9/12 to 6, deleted most of the artillery and in compensation added more automatic weapons and 120mm/80mm mortars. Nearly all transport was stripped away, except for a reconnaissance company (reduced from a battalion) and HQ vehicles.
Many people confuse the "Volkssturm" for "Volksgrenadiere". The Volkssturm was a Home Guard of old men, young boys and others considered unfit for military service.
If you mean "Panzergrenadiere" they were infantry trained to work closely with Panzers. In a Panzer division, there was one regiment of Panzergrenadiere to two Panzer regiments. In Panzergrenadier divisions the ratios were basically reversed.
The Volksgrenadiere did overall fight as well, or as poorly depending on your point of view, as other infantry and Panzergrenadiere units. None were considered "elite" by any means.
SOME PzG units were "elite": GrossDeutschland, and some Waffen SS formations come to mind.

You don't mean the Volkssturm, do you? Those were the old men and boys pressed into service of the Reich's defense at the end of the war whom you may have heard about. If there were any elite grenadier units, they would have to be the panzergrenadiers-- specially trained motor-infantry soldiers who traveled with the Panzer divisions as spearhead troops in frontal assault tactics, as well as in urban combat. And there were panzergrenadier units in both the regular Army and the Waffen-SS, often times serving alongside each other.
