Human beings think in language, and this occurs in a linear fashion over time (sometimes seconds, sometimes hours). God has no need of language, simply because he has no one to talk to. God reportedly (not biblically) transcends time, so there is no linear progression of time for God. In fact, he is supposed to have invented time itself. He is also supposed to know everything, so how can he come up with an idea he doesn't already know? Therefore I wonder if God can think, decide, change his mind, reflect, or meditate on something.

Since God is a Trinity, he has had "trailogue" through eternity. Jesus is the Word, thus God is linguistic and predicates our own ability to communicate through language. This is an aspect of his self-sufficiency, the ability to express his communicable attributes without the need to create. Thus creation was not an act of necessity.

As far as God's thoughts, there is a debate withing philosophical theology whether God thinks sequentially or has all thoughts present at all times.

What you are forgetting is that God does not have any tangible qualities. God is personified, but God is not a creature.

We don't know how God thinks, but we do know that God is logical. The consistency of scientific laws, the progression of God's fulfilled prophecies show this.

However, ultimately we do not know. How can we judge the Creator?

Yes, he does think,,,so this scripture..
Our Creator spoke through His prophet Isaiah and said, "Let the wicked forsake His way, and the unrighteous man his thoughts; and let him return to the Lord; and He will have mercy on him; and to our God, for He will abundantly pardon. For My thoughts are not your thoughts, neither are your ways My ways, saith the Lord. For as the heavens are higher than the earth, so are My ways higher than your ways, and My thoughts than your thoughts." (Isa. 55:7-ff).
