My girlfriend had a small wedding to which she only wanted certain people to atttend, but her reception following included more people. She sent two separate invitations. The wedding invitation and reception info on one and those that went to those only invited to the reception were separate. That way there was no confusion. It worked out great.

indicate the reception date, time and venue. Don't mention the ceremony.

We did the same thing. The reception invites said "please join us in celebration of the marraige of Jen and..."
