It sounds like the present USA. Given that Rev. 17, 'the beast', is the USA, I guess that is not a surprize presently to me here!!!

Paul is addressing the new Christians 'within' the church. He is warning them about their 'fickle' attitudes and preference for novelty over sound doctrine. He reminds them of the reliability of his instruction, and tells them to remain faithful to sound doctrine.
