This phrase has become a well used phrase just like using "Jesus Christ" as a swear word etc... nobody probably knows exactly why they say it. They just repeat it parrot fashion because they have heard others use it. But it originates from the Bible which says something about the name of God/Jesus being powerful and being able to banish evil spirits by using his name.

God's name is supposed to be a mystery. it sounds like YAHWEH, but hardly anybody cares to know or cares to use. The Jews won't say it at all! The go by the Law of not taking the name, "the LORD"* (*Yahweh) in vain. BTW the idol God "BAAL" in Webster is "THE LORD"... so go figure! Not only God, but we also make the rules as we play the game...

What it means is that some religious leaders will take decisions which my be unwise, unfair or just plain stupid but if they take that decision in God's name then they are not personally responsible

well because they are getting a little angry id say lol. people use the lords name in vain to make what they say more powerful and aggresive i guess
