Don't be ridiculous. Intelligence has never been measured by skin color, nationality or any such thing.

First of all, you're mixing up race with ethnic background. You can't call someone "more civilized" until you define what you mean by "civilized." People are people, the sum of their upbringing, genetics, experience, culture, etc. Generalizations don't usually work out too well and are used when people are too lazy or too ignorant to learn about individuals.
