I used to have this same problem. Try what I do, stop drying out your skin with petro-chemicals...
Don't shave for a while, let the hairs grow out, but help them along by doing this.
Mix a little baking soda in with your soap when you wash your legs. It will help to scratch off the dry skin blocking the hair from escaping.
Rub a light vegetable oil on your legs while they're still wet from the shower. Remember, this is nutrition for your skin to help it heal from shaving and waxing and such.
The next time you shave, mix some powdered oats into your soap, or just wet down the oats and use them as a separate scrub. The oats add nutrients and will keep the top layer of your skin soft so the hairs don't have problems again.
Follow up with the light vegetable oil to keep your skin from drying back out again.
Feed your skin, don't poison it.

Think about any changes that have happened since this new condition has started. Diet, lotion, medication...etc.
Here are a few tips.
Try exfoliating before or after you shave. You'll have to figure out which one works best for you.
Don't try to shave "Too" close. Sometimes we apply pressure in the hopes of getting a closer shave and that can irritate the skin, the skin in turn tries to heal itself and you end up with in-growns.
Use a hypo-allergenic lotion. Or try something that's known to be gentle. Most of the time perfumes and dyes in the lotions can cause irritation.
And here's the last thing to think about in your search for a solution. Our hair and skin don't always work together. If you look at new hairs that grow, they literally have to push their way through the skin. So if you cut your skin and shave your hairs below the skin surface, the skin is going to heal over the hair (which will be sharp). The skin will be tougher than usual and the hair will have to push it's way through.
That's why the exfoliating and lotion are so important. You want to get rid of the tough skin and make soft.

Are you shaving in the wrong direction? I've heard that this can make ingrown hairs. Also, are you putting any kind of lotion on after shaving? That could possibly cause ingrown hairs too. If you've tried everything, I would recommend a doctor because something else may be going on.

Use mens shaving cream. I don't know why, but this is the only thing that has ever helped me to not get those bumps. If I am on vacation or at my moms and I have to use, gel, or soap, or conditioner, I don't know why, but shave is not close enough, and this happens. USE MEN"S SHAVING CREAM! IT WILL WORK! You think it will make you smell like a guy, but after you rinse and then dry off, then put on lotion, then you can never tell.
