what happens biologically in these states to cause these states??

What happens is you have toxins which are released into the bloodstream when a particular drug is ingested. These toxins are then carried through the bloodstream to the brain where the toxins then fill the synaps's. This is what makes you drunk/high or hyper. Of course each different toxin will have a different effect thus making people feel different in accordance to what they have taken.

It depends on the chemical makeup of the drug of choice. The body reacts to drugs and alcohol as if they are a poison, and the reactions depend on the drugs or alcohol itself.

The alcohol is replacing the oxygen in your blood. If you drink and drink you will pass out. This is the body's way of defending itself from losing any more oxygen and dying.
