you don't, that is rude.
Maybe if it was offered.
Or you could ask
Can I have your car to give my wife as a gift?

I dont think you should ask her for this. She should not deface her ring while she is still married. Plus her husband/fiances father will not be too happy with this idea either.
If the mother is divorced, this might be okay. Just tell her what an honor it would be to give your future wife something that is her mothers and reverse the luck of the stone

It's not typical for the daughter to get her mother's ring or stone until the mother is dead. Asking for it now might be very offensive. I think it's a bad idea.

You don't. Unless she has mentioned in the past that she would consider giving it to you, you should not even ask. Typically, if the stone is going to be from you, then you should pay for it unless someone on your side of the family offers a family gemstone to give to your wife.

Talk to her say your going to renuie your vales and would love to have her ring to do it with to suprrise her child!
state how much your wife loves that stone and how much you would love to bless her with it!
if she says no then accept it and move on!

I think this is one question that you should NEVER ask.
It's un-appropriate in my opinion.
