Same thing. Hertz measure frequencies, decibel measure power. Not the same thing at all.

A decibel is a unit of measurement for power levels, and can not be related to a frequency. It relates to units of watts or milliwatts.

decibel is strength of the sound. herz are the frequency of hte sound, or the number of vibrations per second. they are two completely different things.
if you draw sound as waves, then decibel, or intensity ofhte sound is the height of the waves. the herz are the number of waves per second.
