my 3 yr old is like that-it drives me nuts when she sleeps with no covers, but I can be freezing at night and she will kick the covers off as soon as I put them on her!
I finally quit covering her up-I know if she gets too cold, she'll wake up and cover herself. Same with your daughter-if she seems comfortable, let her be.

I used to direct a preschool swim program, and almost without exception, every child I asked about being cold denied it. That was in spite of blue lips and fingernails and chattering teeth.
Kids really can't regulate their perception of cold until about 40 to 48 months of age (3 1/2 to 4).

You must have a hot blooded little one! My daughter only got that hot when she slept. I do know that when she shivered she didn't associate it with the fact she was cold. Maybe your daughter just doesn't like the restrictions of clothes. Try getting her some things that are hard to take off; it will pass.

I have wondered the same thing about both of my children. It seems to register around three what it means to feel cold and how to remedy that. Just keep trying things like putting cold hands on her skin and then say cold, and then show her it isn't cold through her shirt. It will register one day, but until then happy dressing.

My 19 month old boy came up to me last night and handed me a book, his hands were so cold they felt like icicles! Didn't seem to bother him at all!

I know kids who need to be dressed up in layers all the time...meanwhile, my boys would be naked every second if you let them. Each kid is different.
