I am skiptracing a debtor, and she has a 20k lien current as of april last year,

is she in jail?

The address on the IRS Notice of Lien is the last known address that IRS had when the lien was filed. Maybe she is there, maybe not. Send a letter and see if it comes back. IRS files liens as a matter of routine in cases where the taxpayer owes $5,000 or more. The lien just gives a total unpaid tax balance due and establishes IRS's rights against other creditors. Any connection between filing a routine tax lien and jail is meaningless.

She probably got scared & ran, but the IRS will most definitely track her down. She should had sit down with them, & came up with a plan; or else hired an Attorney, in her defense. One just can't hide from these people, & delaying the issue only adds onto the amount & maybe Jail time too. She'll get in so deep that there will be no good way out.

Merely owing the IRS $20k won't get you sent to prison.

She could be in jail for some unrelated reason or for tax fraud, but not for the lien.
