I tried iCall and it didn't work.
Adcalls website seems to not allow me to download the software.

Unfortunately Skype and Dialpad are no longer free.

Though there have been many and may still be some companies that have offered free PC to Phone calls in the USA

NONE are free, as it COSTS MONEY to connect the call to the PSTN at the other end, (Public Switched Telephone Network)
So free PC to phone = money losses.
