Genetics will help, but if she's interested in gaining much muscle mass, she'll have to do what any serious bodybuilder would do, that is change and increase diet to a bodybuilder's diet, and correctly stimulate muscle growth through weight exercises. Diet is the cornerstone of any routine and is underestimated by most people - even those with great genetics will have limited results if their diet isn't in order (the body has to build muscle from something).
Diet should consist of a ratio of 40% carbs, 40% proteins and 20% fats over 5-6 meals per day is a good baseline. For mass gainng, a rough estimate of daily caloric intake will be the BMR x 2, that's a good starting point, and go up from there as needed each week until the "sweet spot" between max gains and minimal bodyfat is found. A log tracking diet as well as a properly programmed plan really helps.
If she's serious about lifting she needs to find a decent certified PT to get her started. A good trainer will help build an effective and safe routine specific to her goals.
I've been bodybuilding and powerlifting for years and have yet to find a woman who found it easy to pack on muscle mass. Most women who think they can usually make the mistake of confusing bodyfat with muscle mass (I'm very skeptical of anyone who says it's that easy, even the genetic freaks). The first thing she should get is a proper bodyfat analysis and have this tested periodically during training in order to truly guage muscle gains. Women just don't have the testosterone levels and specific physiology that makes it easy to build lean muscle.
But, if she can accomplish it, that's great and more power to her! Not enough female fitness athletes, bodybuilders and powerlifters in the world. Hopefully, she'll be encouraged to reach her goals.

Yes. But, in the end as long as she keeps increasing the intensity of her workouts she will put on muscle, just not at the same rate as a guy.

Girls and guys both may be have the genes that allow easy (It's really never easy) muscle growth. Girls to a far less extent than guys. So yes, she may be able to respond to training, she won't know how much until she does it.

Women can tone and gain some muscle mass but hormones will prevent women from gaining like men do.

does she want to be female bodybuilder big? well if she does i would start her on taking testosterone boosters and estrogen blockers. that would be a start. genetics will help. but you have to have a clean diet and have a good supliment intake(i.e. vitamins and bcaa's,creatine,whey protein). this is only for a female bodybuilder

I put on muscle very easily. I hate it! lol - but at least it's not fat.
I don't think she'll ever be truly 'ripped', but she should be able to be bigger.
Have her check out Oxygen magazine.
