A 747-400 burns 12,788 liters (3378 US gallons) of fuel per hour while the plane cruises at 576 mph (927 km/h). This is 0.17 mpg.

The plane carries approximately 410 passengers when full:
Assuming 100% capacity (as most airlines operate, today), the equivalent "passenger" miles per gallon rate is 70 mpg.

The latest planes from Boeing and Airbus are about 20% more efficient than the 747. That puts the number up to about 84 passenger-mpg, assuming full loads.

The last time I was on an commercial jet, I asked the pilot how much fuel it burned and he told me (in gallons per minute). I estimated our speed and converted it to miles per gallon, and it was almost exactly one mile per gallon.

However, when you consider that there were 90 passengers on the plane, one gallon per mile is much better than what we would have burned if we each were driving the same distance in individual cars.

It's measured in hours of operation, not miles.
