Star hostel is very good and very well run but might be hard to book for the end of October. Hong Kong is generally very safe for female travelers, there are always crowds of people around night and day, so not much scope for 'lurkers'.

Leung On guesthouse in the mirador mansions on Nathan Road in Kowloon. Two women run it, but the younger woman does not speak much English. I had to use my limited Mandarin on her, since she is from the Mainland.
Whatever you do, don't stay at the Chungking mansions (next door to the Mirador Mansions) on Nathan Road in Kowloon. It's very crowded, the wait for the elevators is long, and there were a lot of men that made my sister uncomfortable.

Try the Dragon Hostel, it is very clean and safe. It is located at Argyle St in Mongkok. If you want, you can email me and I would send you the link. It is clean, safe, and very cheap.
