You plan to do this for the rest of your life?? If not, be prepared to put back on any weight you do manage to lose while eating this way once you stop. The easiest and MOST EFFECTIVE way to lose weight is to reduce portion sizes of NORMAL foods, yes even fat is required in every healthy diet. Increase intake of fruits and vegetables and exercise. Measure and weigh food, count calories for awhile until you are used to what proper portion sizes are (we are notoriously bad at "estimating."

You'll probably lose weight but as you're basically starving yourself, it will be mostly water weight and muscle mass. As soon as you stop eating like this the weight will come right back and as fat. It's also not nutritionally sound as you will be getting no protein and no calcium in your diet.
To lose weight and keep it off you need to permamently change your eating habits to something you can maintain. Carrots and white rice (which incidentally is not the best kind of carb to eat) is not something you can maintain. I guarantee you that after a day you will be thinking of nothing but food. Just try to cut back on the soda and junk food. Eat lots of fruits, veggies, grains and lean meats and I've also read that eating five small meals a day is better than eating 3 larger ones.

No, no, no. That's starving your body. When you starve your body, it holds on to all your stored fat and calories to protect your vital organs.
Minimum of 1,200 calories a DAY to lose weight. LOTS of fruits and vegetables (9 servings), lean protein (meat, soy, eggs) and whole grains. No white rice. Buy brown rice with whole grains in it.
That's 400 calories at each meal. See how much better that sounds than a few carrots and white rice??!
This is why people don't stick to diets. It HAS to be a lifestyle change----not starving for a couple of weeks. What happens after your starvation diet? You start eating again-----and you'll gain it ALL back....plus more.
Make changes slowly and make goals that you can actually attain. For a week, try cutting just one thing you love but is not good for you. Maybe you eat ice cream after dinner? Whatever it is, cut one thing out. Once you've made it through the week, then cut something else out. Do it SLOWLY. Our bodies do NOT like it when we OVERFEED them......how can you think it will like starving any better?

Probably, but it is more complicated than that for the following reasons:

Since you cannot sustain yourself on that type of diet (you will be seriously lacking vitamins, minerals, iron etc) that your body needs, you shouldn't stay on it long or you will be putting your health at risk.

Once you go off this type of diet, which eventually you will have to do, you will not know how to eat properly. It is very likely that you will put the weight back on. That's why crash diets don't work. Your body will go into starvation mode and right when you come off this diet, you will overcompensate by eating more.

A way better option is to eat a combination of healthy foods in intervals throughout the day. The foods you want to eat are fine, but eating only 2 types of foods is disordered eating and ultimately will be detrimental, not benificial.

Probably not... rice is high in (natural) sugar and white rice is full of carbohydrate.

A bigger problem is, you can't keep up a diet like this.

If you are looking for a long term solution, you might want to look at menus catered towards diabetics. They are usually low calorie, low in sugar (present in food or created in your body as a result of metabolism), and pretty well balanced. Just watch the portion size. (which is a major consideration often ignored)

The only way you will lose weight is to burn more calories than you take in. The only way you will keep the weight off is to make a complete lifestyle change. Most people can not stick to a lifestyle change so the just balloon back up.

Sorry to tell you, but you will most likely be a pork pie your whole life. You can always shop at Layne Bryant
