I'm not sure that it is possible to get a peacocks voice box lowered at all.
Hmm, but I'm sure if you contacted your local vet, they would give you advice on what to do about it.
And whether they could help.
That's what they are there for!

To do that is not fare to the bird. All animals are designed a certain way for a reason. I am not sure in your case, if this is a free roaming bird or a pet. I am also not sure if this is a male or a female (I am assuming male they tend to be vocal). To take away or lover the voice (which you cant do) leaves the animal at a disadvantage when it comes to breeding and defending itself. Their voice is how they attract their mates, contact with young, and scare away predators.
If this is a free roaming bird and you have it entering your yard or general area the best thing you can do is take away what it wants and it will go away. They are extremely food driven, remove the food and the bird will move off. Keep in mind if you have a mouse problem they are the best mousers ever. Being that they are opportunistic eaters they will catch and eat anything.
Also keep in mind if it is a free roaming bird that they are non native meaning that they were introduced by humans into an area. It is not their fault that they are there.

If you don't like the call of your peacock, give it or sell it to someone that will. Don't try to change the bird. Peacocks are loud, if that don't suit you, you should not try to raise them.

birds make their calls by contorting their air sac (similar to our lungs) They use this to breath. The vet goes in and cuts into their air sac and basically scars the inside where they contort it, partially paralyzing the birds air sac. This is cruel, and extremely painful, and most of the time has horrible side effects. PLEASE, PLEASE don't consider this. I know that peacocks can be extremely loud, and especially first thing in the morning. But PLEASE get rid of them before doing this. Besides, you'll be hard pressed finding a vet that will do this, and it can be expensive. .

Dont harass the birds and animals. Get your voice box lowered. If you cant tolerate the voice of the bird give them back to the SPCA or animal welfare centre. How would you like it if your dick was chopped off from too much screwing around.

They cannot lower it but they can do a procedure where they remove it.
