Yes a lot of the claims about experiments on uninformed humans are true, and likely all of them are.
What the intentions were is harder to demonstrate.

I'll wait for an authentic news report.
I've seen too many agenda-based "news" accounts over the years; everything from blaming the Soviets for AIDS to UN takeovers of the US (which were "definitely" going to coincide witgh Eurpoean Unification of the early 90s).
