if it is damaging your health then by law they are obliged to reduce your size... because you are not doing it for cosmetic reasons!
I'm guessing your in the UK where the legal age here is 16, but that is to enlarge the breast for cosmetic surgery (surgery where people want to look better, rather than for their health)
speak to your parents and your doctor and beg them for permission.
if the doctor still refuses then take the case higher.. you cant go another 2 years like this you might end up permanently damaging your back!
you can go to Parliament with this to protest the decision... I dont think its Gordon brown you contact, but rather someone in his constituency.

Usually if it is hereditary and it is causing her back pain and unable to function well in normal activity there is no age limit as to when she should get a breast reduction. I work in the operating room and I see most girls young as 13 yrs are getting breast reductions. As for myself I had mine done at 16 yrs because of back pain and unable to do athletic activities. I had self-esteem issue due to the fact that men always was attracted to my breast and not me. That made me very uncomfortable and I am sure she feels the same way at time. i feel a whole lot better after the surgery because I was able to wear nice shirts without the excess bulk and my back pain and shoulder scars disappeared. In the long run having a breast reduction will be very beneficial to her because she won't have to worry about the heaviness, back pain, breast getting in the way of things, and going through bra sizes like crazy. But I must tell you that since she is 15 she has hormonal changes and through the years after a breast reduction there is the possibilitiy for breast tissue to regrow back and cause the same problem again. But now is a good time for her to get that done because of her being athletic and physically active.Hope that was helpful for you in making your decision.

My girlfriend over 20 years ago had a breast reduction at around your age. I know back then it was very painful for her, but she was still happier that she did it. I would seek the advice of more than one certified and very able surgeon. I think they want you to wait to make sure that you are done maturing. We all mature at different levels.
Two years will go by quickly if you do have to wait. You want to make sure that you do it correctly. I know you want your breasts off but make sure you are left with enough that you are not sorry later. I don't understand why you can't play sports? If you can't physically that's one thing to not allow you try is another. Try wearing your special bras and then wear a tight spandex tank top or sports bra over your bra to flatten you out and minimize your bounce then wear a light weight vest under your cloths. I have horses and I have seen very large breasted woman ride in competition this way and it really helps minimize the bounce and looks neat and is more comfortable for the woman.

You can go ask your doctor to be sure. However, there isn't a law saying girls under 16 aren't allow to have breast reduction since it caused you such big troubles. Or you just have to wait for another 2 years. Good luck.

8H! wow. You should be able to, as it is for health reasons not for cosmetic reasons. Although i read that if you get it done at such a young age you may need additional surgery later on. Try asking your doctor for their opinion?

You CAN but only if your breasts affect your everyday activities.
If doctors said you have to wait two more years, then you need to wait two more years.
Take a look at this site for more information on breast reduction:
