That is because India is predominantly Hindu.
Over 80% of the population are Hindu. Only 13.4% are muslim.
(I take it your question is "Why does India, the 2nd largest muslim populated country in the world, have no representation in the Muslim world.")

China is third and the US has more Muslims than Jordan. I am not sure where the representation is supposed to be. As I understand it, they do not have a central authority like the Catholic church. The press gives the impression that Muslims are the same as Arabs so most people are very confused.
