how do i split a picture into layers?

i have a pns game template, how do i split it into layers so i can edit it?

from my understanding, you can not split a complete picture into its layers.

sure, when your creating a graphic you can utilise layers and masking, but once the graphic has been exported to a viewable file, all the layers are merged together, rendering layering capabilities inactive..........

if you can find a way to revert back to layers, could u let me know.........

Depend on the template, if its been flattend already, then you cant.
