The answer is : C 11.

That's because if he is the 6th shortest there are 5 people shorter than him. Then if he is the sixth tallest, there are 5 people taller than him.

That makes his class 5 shorter people + Paul + 5 taller people for a total of 12.

This is a classic type of SAT problem. They like to give problems where an easy to get answer looks obviously right, only to have a little trick in the problem that makes that answer wrong.

A similar type of problem would be: A clerk waited on customers 149 to 202 during his shift. How many people was that? The "obvious" answer is to subtract 202 and 149 to get 53. The correct answer is 54.

Think of waiting on customers 1 through 5. Now you know there were 5 people, but 5 - 1 = 4. It's 1 too small. Likewise 202 - 149 = 53 and that answer is 1 too small, so it's 54.
