Unfortunately you have to have cookies enabled, well at least "first party cookies" I always block " third party cookies", this will decrease the number your PC collects, I have found that disabling third party cookies has little or no affect when browsing web sites, most tracking cookies are ok, but some are very intrusive, so I regular delete the browsing history/temp Internet files/cookies, try blocking third party and see what results are turned up from your scanner, found by clicking tools>Internet options>privacy>advanced>third party cookies>block, you can turn the pop up blocker on while your there if it is not enabled as well.

To stop getting the same cookies everyday, if you are using Internet Explorer, click Tools in the menu bar.
Select Internet Options from the drop-down menu. A window will appear.
Click the Privacy Tab.
Click the Advanced button.
Click in the Override automatic cookie handling check box.
Click in the two Prompt radio buttons for First and Third party cookies.
Then click OK.
Every time you go to a web site you will get a message you whether you want to accept a cookie from the web site. You can decide yes or no. But if you decide not to accept a cookie it may stop the web site form loading.
To clean up all cookies on your machine, download this free software, CCleaner at www.ccleaner.com

It's because they are omnipresent and whatever you do you will not be able to stop your pc from accepting them as most sites wont let you visit unless your pc accepts a first party cookie - if they worry you that much use Firefox which will delete all when you close your browser though some will still be deposited on your hard drive.

The short answer is because you probably visit the same web sites regularly, and they put those cookies back the next time you visit.
Run your anti-spyware program again, and it sees that they've returned, and dutifully reports them.
