Just bend over like you are going to tie your shoes, and pick while you are down there, and use one hand for cover. I do it all the time.

You know how the Batmobile has the batshield? Get one of those, but one that goes over your body and use it to hide what you're doing.
Or wear a cape everywhere, pull the cape partially over your face, pretend like you're Dracula, and pick your nose behind it.

Putting a tissue between your finger and nostril and pretending your blowing it as you pick. I know the pain of needing to dig in the gold mine when out and about!

I shouldn't be so uppity, but it just bugs the hell outta me when pople pick their nose in public. Just use tissues for now, and when you get home, start digging for gold.

Use a pencil to poke your chin..like as if you are thinking.
Then when everyone thinks you are actually in a deep thought, use the tip and pick your nose.
Or simple...just use a tissue.
