Dried herbs in & of themselves have no innate magical power. However they do readily accept a magical charge. By raising energy & directing that energy into the herb you can enhance certain characteristics that can help you focus your magical WILL to achieve the desired effects of the spell. Living plants can possess magical powers, and should be harvested corectly at the appropriate planetary hour at the correct phase of the moon to further enhance the magic. But by Will working & energy raising you can imbue herbs with corresponding powers to thier innate magical properties that certain plants possess when they are alive or when they are harvested with the intent for magic.
Lavender according to scott cunningham: Lavender is used in purification baths and rituals. It is used in healing incenses and sachets. Carrying the herb will enable the carrier to see ghosts. The essential oil will heighten sexual desire in men. Lavendar water sprinkled on the head is helpful in keeping your chastity. The flowers are burned to induce sleep, and scattered throughout the home to maintain peaceful harmony within. Carrying lavendar brings strength and courage.
Rosemary according to scott cunningham:Rosemary in all of its forms is used for protection and banishment. Rosemary leaves under your pillow do away with evil spirits and bad dreams. It is hung on porches and doors to keep thieves out. Rosemary is grown to attract elves.

Certain herbs do have healing properties but I wouldn't call them miraculous. Other herbs have hallucinogenic properties. Again, I would call them... Magical.

No they don't have magical powers but rosemary is good for getting rid of headaches when brewed in a tea. Lavender is a good mood stabilizer/calmer.
